If you could not enter Thailand due to events beyond your control, such as a travel ban during a pandemic, or other unforeseen circumstances, you can appeal an order to revoke your PR by providing those reasons.

A: No, the retirement visa category does not qualify for PR.

A: No, your application will not be accepted for approval, since minimum income is one of the most important requirements for the Business category. You can fix this over a three-year period by earning and paying taxes at the required amounts.
